The junta de Compensación scheme was established as part of the Plan Parcial for Cabrera. (the development plan)
The Junta is effectively a team of Developer Land-owners and Home-Owner Land-owners who are responsible for overseeing the development of Cortijo Cabrera until it is a fully complete Urbanisation which is recognised as such by the Turre Town Hall (Ayuntiemento).
Under the Statutes, both Developer Land-owners and Home-Owner Land-owners are responsible for funding both the Infrastructure and Maintenance expenditure but only for the square area owned as a proportion of the whole development. This is an official, legal document.
Cabrera is not currently being run according to the Junta de Compensación scheme. Please refer to the letter from Mayor Martin Morales

In 1993, we understand that the original Developer was in financial difficulty and approached the Home-Owners for assistance. It was claimed that home owners agreed to fund, in full, the maintenance cost and the developer land-owners agreed they would fund the full infrastructure costs on an ongoing basis.
Subsequently, the Home owners have paid all the maintenance costs and have been trying to prevent infrastructure costs from being foisted on them by the Developer Land-owners as well. So, the 1993 “agreement” is not being followed either.
Home-owners have different views on this which generally fall into the following broad categories:
Loyalists – those with a long standing relationship with the Developer-land owners who believe that they have served them well.
Apologists – those that go along with the Developer Land-owners because they have a vested interest, such as gaining an electricity supply.
Uninterested Quiet Lifers – those that just want a quiet life and do not challenge matters
Disgruntled Home-Owners – owners who feel that the Junta is not acting appropriately in terms of the Statutes and are suppressing wider communication with the community.
OPEN CABRERA provides a communication forum for all these home-owners and other parties.
The Cabrera Residents Association (CRA) is another long standing, legal entity that is also challenging the Junta but is quite separate to OPEN CABRERA.
